Theresa Cosgrove serves as the firm’s Director of New York State Legislative & Government Affairs based in Albany. She directs the group’s New York State legislative communications and tracking systems and assists with the representation of clients before the State legislature and executive agencies. Having served in a similar capacity at Shea & Gould, Gibney, Anthony & Flaherty LLP, and Herrick Feinstein LLP; Theresa brings over 20 years of legislative experience to the firm. She has drafted revisions to the New York State Education Law, Retirement & Social Security Law, Navigation Law, General Municipal Law, Public Health Law, Executive Law, and Tax Law in areas affecting education, employee protections and benefits, tax reduction, state pilotage rates, health, mental health, and municipal policy, amongst others. In addition, Theresa has developed expertise in compliance with all New York State lobbying and Campaign Finance laws.
Theresa manages the day-to-day administrative operations of the firm’s Albany office. Prior to entering into government relations, Theresa served as a legislative correspondent for Cuyler News Service, a Capitol-based news service covering the legislative, judicial, and executive branches of government in New York State. Having authored more than 100 government-related articles for numerous national trade publications, Theresa writes and edits the firm’s weekly newsletter This Week in New York.
